New guidelines for Community Reinvestment Act (CRA) credits from banks were proposed. The changes would loosen the requirements for banks to invest dollars in the community. The changes would allow CRA credits to be used for for-profit community ventures rather than dispersed to public and non-profit community development efforts. The Red River Valley Habitat for Humanity, along with other Habitat for Humanity affiliates in the U.S. wrote to the FDIC and Office of the Comptroller compelling them to reconsider the changes.
